Parkade Documents Reveal Basic Details Of Parkade Share Sale

Like Gilligan in made for TV movie “Mum is the word” when it comes to the process and just how much the City received for their share of the Fairford Street East Parkade (commonly refer to as the Spa’s parkade).

Answering an April 17, 2026 Freedom of Information (FOI) request from MJ Independent the City replied with a heavily redacted response that showed a limited insight into the mechanics of the sale.

Additionally the FOI did not provide how much the City received - if anything - for the sale of their share of the parkade.

The City owned 182 out of 382 parking stalls in the facility. The formula was the City owned one-third of the facility with the Spa and Casino Moose Jaw each owning one-third.

The FOI request took 49 days to fulfill.

The cover letter stated the files had been denied or redacted in places due to:

  • their revealing positions taken by the City

  • releasing the information could reasonably give away pending plans or budget measures

  • reveal the monetary value the City has plus contractual obligations

  • reveal financial information given in confidence

  • and reveal solicitor - client privilege

The documents released include a bill for a third party appraisal of the parkade in June 2025 for $4095.

The next document provided is a heavily redacted letter dated September 19, 2025 from Temple Gardens Hotel and Spa.

The letter is redacted due to it would release confidential financial information and infer the future policies of the City.

It should be noted at the present time the Spa is enjoying a five year 100 percent property tax holiday to reflect the $1.7 million extensive renovations they are undertaking. It was an agreement negotiated between the Spa and the City.

The next mention of the negotiations regarding the sale of the City’s share of the Spa parkade came at the September 22, 2025 Executive Committee meeting.

The Committee came out of camera and voted in favour of the option to sell the City’s portion of the Parkade as per an outstanding agreement.

No exact amount was approved in the vote.
