Details Of City Manager’s Contract Released

A headline and telephone call to Regina can sometimes do wonders as the contract Council approved for the new city manager is now available.

Under terms of the five year contract (May 1, 2026 - April 30, 3031) new city manager Rhonda Smysniuk will be paid $205,000 annually.

If Smysniuk exceeds the expectations of her position she may be entitled to either a bonus or increase of annual pay at Council’s discretion.

Although she has served at the acting city manager the City Smysniuk lives in Regina. The City will reimburse her $5,000 in reasonable and actual moving expenses.

Smysniuk must move to Moose Jaw no later than November 30,2026 and continue to maintain that residency throughout their employment.

Additionally Smysniuk will be reimbursed reasonable expenses when she is outside Moose Jaw on City business.

The contract allows Smysniuk to contribute to the City’s standard benefit plan.

Holidays are big with Smysniuk receiving six weeks of vacation after year one.

Termination with cause will result in no pay in lieu of notice being paid.

Termination without cause after the initial three months will result in the City paying one year of salary less deductions in the first four years of the contract.

After year four of the contract the City would have to pay the contract out less deductions for the remaining months of the contract.

The city manager’s job became available after Council fired the former city manager Maryse Carmichael in December 2025 without cause when they decided to go in a “different direction.”
